The EBRD is considering providing financing to the NEGK to undertake finance a c.60km 500 kV transmission line and a 500 kV substation between the settlements of Kemin and Balykchy. The Project is intended to facilitate integration of renewable energy sources (under development in the Issyk-Kul area) into the grid and contribute to overall grid reliability by reducing load on existing transmission lines. The EBRD hired Juru as a technical consultant to conduct feasibility assessment for the project to conduct a feasibility assessment, including a detailed review, analysis, and a project preparation study to meet the Bank’s requirements
Services provided
- Analyze market size, growth trends, key players, and 20-year electricity demand in Kyrgyzstan, including climate change impacts on consumption and transition to a low-carbon economy
- Assess the country energy sector structure, institutional setup, and legal framework, including key regulations, governance, competition, tariff setting, and potential improvements
- Conduct a detailed technical review and analysis of the the new transmission line by reviewing the existing documentations, grid infrastructure, and propose technical characteristics and technologies
- Analyze the operation of the new line and auxiliary systems in relation to the whole grid operation, the new renewable energy power plants and existing infrastructure
- Prepare Bankable Project Study including the project technical analysis and project profitability analysis ensuring the project design and structure meet all the standards and requirements of the Bank, including national legislation, EU substantive environmental standards and EBRD E&S PRs
- Carry out E&S assessment considering the all relevant direct and indirect environmental and social impacts and risks of the client’s operations.
- Develop and outline a tariff/fee/price structure which would provide full cost recovery for the client (including capital investment costs) assuming the full implementation
- Analyze the projects alignment for Paris Agreement and provide an assessment and suggest measures to improve the project with regards to EBRD’s Green Economy Transition
