Project features

World Bank is supporting the Government of Uzbekistan (GoU) in the development of the economy-wide long-term Low Carbon Development Strategy 2050. Specific objectives of the project are: 

• Development of an appropriate analytical framework, based on elaborated country specific modelling tools, to support the development of LTS;
• Formulation of feasible LTS options with pathways and policy recommendations, accompanied by quantification of the associated implementation costs;
• Steering of discussion on the options for the low carbon development and stakeholder engagement;
• Capacity building in the areas of climate change policies and strategies and their implementation.

Services provided

Task 1: Stock Taking, Approach, Pre-Scoping and LTS Framework Document, Project Launch

• Initial stock taking of data (national and sectoral policies and regulations, existing studies, NDCs, etc.);
• Identification of stakeholders and preparation of the Stakeholder Engagement Plan;
• Support in the organisation of initial stakeholder engagement events (Launch event);
• Contribution to LTS framework document – a detailed workplan for the analytics.

Task 2: Long-term Vision/Goal Setting

• Prepare sectoral narratives based on the LTS Framework Document
• Arrange a series of stakeholder consultations and workshops to present sectoral narratives

Task 3: Development of decarbonization trajectories through quantitative sector analysis

• Data acquisition and support in the development and calibration of the decarbonization model;
• Local technical and policy review for the development of decarbonization scenarios

Task 4: Integration of Sectoral Trajectories, Distributional impacts and Optimization into the Economy-wide long-term low emission development pathways

• Contribute to the preparation of the Final report with a set of economy-wide deep-decarbonization scenarios;
• Organize discussions on the revised deep-decarbonization narratives and their consistency across sector

Task 5: Reiteration of sectorial trajectories to explore policy implications

• Preparation of sectoral technical and policy insights, alongside stakeholder consultations (buy-in phase);
• Support in conducting 2 workshops;

Task 6: Costing the Pathways

• Analytical support to quantify the cost of implementing the recommended pathway;

Task 7: Draft Recommendations for LTS, Stakeholder Engagement and Finalization of the LTS Options and Pathways

• Organisation of a final workshop to present the final set of recommendations.
