SQB is currently implementing a climate finance project (hereinafter the “Project”) funded by the French Development Agency (AFD). The purpose of the Project is to contribute to the development of a resilient and low-carbon economic model in Uzbekistan, by supporting the evolution of a major player of its financial system towards the financing of climate investments. The technical assistance to SQB aims to support the implementation of a climate-focused credit facility by assessing eligible sub-projects, calculating their carbon footprints, and ensuring compliance with AFD’s reporting requirements. It also includes capacity building for SQB staff on climate project assessment, implementation of the Environmental and Social Action Plan (ESAP), and strengthening of the bank’s environmental and social risk management system. Additionally, the Consultant will assist with green marketing efforts and train SQB staff on evaluating climate-related financial risks relevant to Uzbekistan.

Services provided

Assignment 1: Support to SQB in the operationalization of the credit facility

• Perform the ex-ante eligibility assessments / sub-project selection. Submit a certificate of eligibility for each climate sub-project assessed (including a calculation of the carbon footprint of climate sub-projects). It is estimated that around 25 sub-projects will be required to be assessed over the lifetime of the project. 
• Perform the ex-post verification of a sample of sub-projects and ensure that funds were dedicated to agreed investment projects. Juru carries out an ex-post verification of a sample of 12 sub-projects after their completion to ensure that they have been properly implemented.
  

Assignment 2: Marketing and communication to allow SQB to build a green brand

• Develop communication materials to market the green products of SQB
• Organise and execute a public sensitisation workshop, attracting mainly small and medium-sized enterprises.
• Create promotional brochures showcasing the green products of SQB
• Develop relevant web content showcasing the green products of SQB
