ADB is working with Cambodia’s national electric utility, EDC, to develop a National Solar Park Project. The project is expected to be up to 100 MW capacity and be procured from the private sector through a competitive tendering process. Advisor’s scope of work: • Pre-development studies; • Detailed Feasibility Study for a 100 MW solar park; • Feasibility Study for 40 km new double circuit 230 kV transmission line, a new 22/115 kV solar park substation, and an upgrade/expansion of existing 230/115 kV substation; • Feasibility Study for substation-level 10 MVA/7.5 MWh and 10 MVA/20 MWh battery storage options for output smoothing; • Initial Environmental Examination (IEE), resettlement framework (RF) and a resettlement plan (RP) for 100 MW solar park, 40 km OHTL and existing and new substations following ADB SP 2009; • Transaction and procurement advisory for the following packages: o IPP/PPP transaction advisory for the first PV plant of 60 MW; o EPC of solar park infrastructure including transmission line, substations and energy storage; o Project Implementation Consultant.

- FEED for 40 km new double circuit 230 kV transmission line, new 22/115 kV solar park substation, and upgrade/expansion of existing 230/115 kV substation;
- Cost estimates for transmission line and substations;
- Project financial analysis and economic assessment.
- Assessment of integrating storage at plant vs. substation level;
- Assessment of benefits of substation level energy storage;
- Storage technologies assessment and conceptual design;
- Environmental impact assessment;
- Cost estimates and cost-benefit analysis;
- Full ESIA for Category B project in compliance with ADB SPS 2009;
- Prepared Initial Environmental Examination (IEE) for, resettlement framework (RF) and a resettlement plan (RP) for 100 MW solar park, 40 km OHTL and existing and new substations following ADB SP 2009;
- Analysis of costs of E&S compliance;
- Socio-economic due diligence for OHTL;
- Conducted public consultations and disclosure meetings for OHTL.
- Procurement Risk Assessment Report;
- Preparation of Transaction Financial Model;
- Structuring of the IPP/PPP transaction, including risk analysis & mitigation, contingent liability model, Value-for-Money analysis, analysis and recommendations for different PSP options, advise on key bidding parameter, risk allocation matrix, analysis and recommendations for different PPP models;
- Support preparation of Teaser and Information Memorandum for the project;
- Support the transaction roadshow.
- Provide technical, procurement and commercial input for the Draft RFP documents;
- Support the bidding process including addressing bidder queries, bid evaluation, contract negotiation.
- Review/preparation of technical specifications for the solar park, transmission line and substations;
- Preparation of bidding documents;
