EBRD

GoU launched a program for the development of wind power projects, with support from the EBRD for a capacity of up to 1GW under PPP modality. The first project of the program, a 100 MW wind power plant and associated evacuation infrastructure (“Project”) was developed at a site situated in the Qorao’zak district of Karakalpakstan, Uzbekistan. EBRD hired the Consultant to implement the following:
  • Site selection and assessment: Review existing materials on potential project sites considering environmental and social conditions as well as wind measurement studies in Uzbekistan and advice on any gaps that need to be addressed for selecting a site that will be subject to a tender for 100 MW wind park;
  • Legal & regulatory framework: Develop a detailed design for a competitive bidding process for a wind power tender, accounting for current arrangements, RE targets and market context;
  • Tender documents for wind project auction: Prepare all the tender related documentation required for the deployment of a competitive procurement scheme for selected wind projects;
  • Implementation of wind auction: Provide detailed technical, financial and legal assistance to the Authorities for the implementation of the competitive procurement scheme.

Services provided

Juru acted as a Technical, Environmental and Social Advisor and covers the following:
  • Project and stakeholder management activities in Uzbekistan;
  • Support technical (including conceptual wind farm design) feasibility assessment of the selected site;
  • Perform detailed assessment of the selected site including: 
    • Site conditions assessment – analysing terrain and site access roads;
    • Preliminary geotechnical investigation as per ASTM standards – coordination of field works, preparation of the report;
    • Grid connection study, including the power flow modelling, equipment selection and obtaining the approval document from the grid operator;
    • Environmental and social assessment of the Project site and associated facilities, including access road with a length of 12km;
    • One-year bird monitoring campaign including Collision Risk Modelling, overall bird risk assessment and recommendations for further baseline studies.
  • Support structuring of the transaction; 
  • Preparation of tender documents for EoI, RFQ and RFP stages, including minimum technical and E&S requirements, appendices and schedules of the PPA; 
  • Evaluation of bids against technical and E&S criteria;
  • Support in negotiations with the Successful Bidder, assistance in finalizing of the project agreements
