EBRD

The Government of Kazakhstan has launched a program with to increase the share of solar and wind based renewable energy (RE) in Kazakhstan electricity generation with a target of new RE capacity up to 7GW by 2030. As a part of this program, the Ministry of Energy with support from EBRD is interested in conducting a pilot auction for a site-specific wind + BESS power plant in the Kostanay region, Kazakhstan. EBRD hired the Consultant to implement the following:
  • Conduct technical assessments to recommend the key characteristics of the pilot wind + BESS project in Kostanay region;
  • Select three suitable sites for wind power projects based on technical and E&S assessments;
  • Provide implementation support for the pilot project by providing detailed technical, financial, legal and environmental and social assistance to the relevant Authorities;
  • Identify, assess and shortlist five sites within the RE zones proposed by the Authorities, with a view to identifying the best site to be prepared for an auction.

Services provided

Juru acts as a Technical, Environmental and Social Advisor and covers the following:

  • Design conceptual layout and estimate the energy yield for different scenarios capturing combinations of three different wind turbine models in compliance with international standards
  • Develop BESS system configuration and conceptual layout
  • Prepare a complete and comprehensive set of technical requirements for the pilot wind + BESS project
  • Perform project and stakeholder management activities in Kazakhstan;
  • Perform detailed assessment of the selected site including: 
    • Site conditions assessment – analysing terrain and site access roads;
    • Preliminary geotechnical investigation as per ASTM standards – coordination of field works, preparation of the report;
    • Grid connection study, including the power flow modelling, equipment selection and obtaining the approval document from the grid operator;
    • Environmental and social assessment of the Project sites and associated facilities;
    • One-year bird monitoring campaign including Collision Risk Modelling, overall bird risk assessment and recommendations for further baseline studies.
  • Carry out a detailed assessment and planning of the wind measurement campaign at the selected sites for 12 months
  • Support structuring of the transaction; 
  • Preparation of tender documents for EoI, RFQ and RFP stages, including minimum technical and E&S requirements, appendices and schedules of the PPA; 
  • Evaluation of bids against technical and E&S criteria;
  • Support in negotiations with the Successful Bidder, assistance in finalizing of the project agreements.
