As part of the EBRD coronavirus Solidarity Package, the Bank hired the Consultant to support to the Ministry of Energy (MoE) in developing a mechanism to establish tariffs for small-scale RE generators.

Overall scope of work is as follows:

Phase 1: New tariffs for small scale of RES

• High-level review of existing legislation and relevant materials
• Development of a new tariff methodology

Phase 2: Broader regulatory framework

• Draft of the legislative framework of secondary legislation to implement the tariff model chosen for small-scale RE technologies
• Roadmap for expanding the roll-out of small-scale RE technologies
• Summary of the key outcomes of the assignment in a short policy paper to be published by EBRD

Services provided

Juru’s scope covers:

• Support in legislative review:
• Identify, collect and review current and relevant national legislation;
• Identify funding mechanisms available in Uzbekistan and existing barriers to adoption;
• Consult with industry to assist in background scoping;
• Technical review of the grid code.
• Support in development of a new tariff methodology:
• Provide inputs as required (e.g., cost estimates, market rules, load profile) to feed into the analysis of tariff methodologies;
• Review the analysis and provide recommendations;
• Assist in setting up beneficiary Working Group consultation and in obtaining feedback and comments.
• Lead in drafting the legislative framework of secondary legislation:
  • Identify necessary amendments and lead drafting of amendments to tariff methodology and network connection agreement legislation with support from the international legal expert;
  • Lead on developing set of brief guidelines for technical requirements for systems.
• Support in development of a Roadmap for roll-out of small-scale RE technologies:
  • Support in developing a roadmap with articular input regarding commentary on the implications for the distribution network of growth scenarios developed;
  • Provision of a summary “factsheet” describing environmental and social impact considerations associated with the small-scale renewable energy policy.
• Review of the key outcomes policy paper and assistance with finalisation.
