Tetra Tech (Client) is implementing the USAID-funded regional Power Central Asia (PCA) program. Within this activity, Tetra Tech provides technical assistance and capacity buildings to the energy sector of all five Central Asian nations. Juru was hired to support Uzbekistan in transition to clean energy and promotion integration of RES into the grid through regulatory and technical consultancy. 

Services provided

Task 1. Preparation of RE Investment Guide

• Overview of energy sector, national RE deployment programs and decarbonization targets
• Analysis of investment regulation within existing PPP framework and BOO model
• Review competitive tenders with IFI assistance (IFC Scaling Solar, ADB Solar, EBRD Wind) and bilateral contracts with private parties
• Analysis of key procedures: PPAs, grid connection, land acquisition, design and survey permit
• Comparing national environmental and social assessment requirements to RE facilities and their compliance to IFI standards
• Stakeholder consultation with key state agencies such as Ministry of Energy, Ministry of Investments and Foreign trade, PPP Agency, Ministry of Finance, and National Electric Grid of Uzbekistan
• Develop recommendations on improving legislative, regulatory and technical issues to scale up RE

Task 2. Upgrade of Technical Regulations, Rules, and Standards

• Review draft Grid Code and regulations with a special focus on the interconnection of RE + BESS plants
• Develop recommendations related to technical requirements for interconnection of RE+ BESS plants
• Review, adapt, and support the adoption of the technical standards based on IEC, ISO and other international standards
• Review, adapt and support the adoption of energy policies, regulations and rules for RE and BESS projects
