The EBRD considers financing to The Republic of Uzbekistan, on-lending to Joint Stock Company National Electric Grid of Uzbekistan, to undertake construction of 230 km 500 kV transmission line in Uzbekistan between the settlements of Sarimay (Khorezm region) and Muruntau (Navoi region). The main purpose of this assignment is to carry out a detailed analysis of the project and prepare a project preparation study at a level sufficient for the Bank to make a decision regarding the finance of the project as well as conduct Local Feasibility Study at a level required by the local authorities to approve the Project.
Services provided
- Conduct detailed project review of the existing project documentations including transmission system development plan until 2025, CAPEX plans and propose technical recommendations
- Assess the company’s compliance with applicable cyber security related regulations and identify new smart technologies to improve the efficiency, quality and reliability of operations
- Analyse the present operation modes of the power system, the medium- and long-term supply and demand forecasts
- Develop pessimistic and optimistic power system loads, with the related electricity loads based on current economic development forecasts of the country and respective region
- Prepare the bankable project study depicts costs in line with international best practices and detailed cash-flow analysis
- Draft a Project Implementation Plan (PIP) with a procurement plan as per Bank’s requirements
- Conduct local feasibility study in accordance with PD No. 3857 with preliminary tower spotting, BoQ, financial-economic analysis, and risk assessment to evaluate project viability
- Develop a preliminary environmental impact assessment (EIA) report, addressing social and environmental aspects, to ensure sustainable project development and mitigate potential risks.
