The Uzbekistan Schools and Hospital Energy Efficiency Project (UzBEEP), funded by JICA, is a special purpose loan and technical assistance initiative designed to improve the energy efficiency of public buildings across Uzbekistan. By modernizing schools and hospitals with advanced heating, lighting, and building management systems, and by strengthening institutional capacity and financing mechanisms, the project seeks to reduce energy consumption, lower fiscal burdens, and contribute to Uzbekistan’s transition toward a more sustainable, energy-efficient economy.

Services provided

Additional scope was added before commencing works for PED development. Juru has first started works on the development of Concept note, which is the prior stage of PED according to the updated regulations. 

Further, Juru, as a sole contractor, is responsible for the whole scope of the project, which includes:

Task 1: Consultation with beneficiaries 

  • Develop structured questionnaires tailored to each group of beneficiaries 
  • Organize and conduct bottom-up structured consultations with beneficiaries from 3 different climatic zones, covering 3 types of public buildings.

Task 2: Express Audits Conduction and EE Packages potential improvement

  • Define reference buildings for each type of facility to establish baselines;
  • Conduct express energy audits of nine facilities (schools, preschools, hospitals) across three climatic zones;
  • Collect data through on-site inspections, interviews, and measurements;
  • Use audit results to update energy consumption and GHG emission reduction estimates;
  • Support JST in refining EE packages based on updated audit results and consultation findings.

  • Draft POM in consultation with ESMA and line ministries;
  • Define criteria and procedures for facility selection;
  • Develop guidelines for audits, financing mechanisms, procurement, and monitoring and evaluation;
  • Ensure compliance with PD-51 requirements.

Task 4: Support in updating assumptions for Financial and Economic Model Improvement 

  • Assist JST and ESMA in revising model assumptions to reflect local market conditions and institutional updates;
  • Integrate revised technical and financial inputs into the overall economic and financial analysis. 

Task 5: Stakeholder Consultations and Support of PED approval

  • Maintain regular communication with JST, ESMA, MoE, MEF, and other stakeholders;
  • Assist in preparing supplementary materials, official letters, and follow-up communications;
  • Support JST during the PED approval process, including coordination of stakeholder feedback and documentation of submissions and revisions.
