Project features

In August 2021, Masdar won the IFC Scaling Solar R2 tenders and the ADB tender and signed a PPA with NEGU to design, finance, build and operate 3x solar PV projects (2x IFC and 1xADB) with 900 MWac total capacity across three different sites. Client contracted the Consultant to provide full Project Management Consultancy services. Technical details of the projects:

• 220 MWac PV plant, 220 kV Substation and ca.10 km 220 kV OHTL in Gallaorol, Jizzakh
• 220 MWac PV plant, 220 kV Substation and ca.10 km 220 kV OHTL in Kattakurgan, Samarkand
• 457MW PV plant, 2x220 kV Substations and ca. 50 km 220 kV OHTL in Sherabad, Surkhandarya 

Services provided

• Project Management and Administration Services incl assistance in negotiating with the EPC Contractor and the Off-Taker, meeting management and support services through Financial Close
• Schedule and Cost Management Services incl support in preparation of project L3 schedule, ongoing deadline monitoring and forecasts, monitoring the EPC Contractor’s progress for completion
• Design Review of 3 x PV plants, 4 x 220 kV Substations, and 4x220 kV OHL with a total length of ca.70 km; review electrical and grid compliance studies
• Permitting Compliance and Management incl regularly control the validity and request of certificates and permits. Confirm all regulatory permits, licences, approvals and NOCs have been obtained
• Factory Acceptance Tests Witnessing
• Construction and Site Supervision incl onsite quality control during construction
• Commissioning, Energization and Site Acceptance Tests incl monitoring and auditing FAT/SAT tests protocols and results
• Health, Safety, Environment and Social Services incl ensuring full compliance of the EPC and its subcontractors to all E&S project commitments including: ESIA, ESMMP, ESAP, CESMP, ESMPs, HSE Plans
• Support Services during the Warranty Period
