To support the energy reforms plan and achievement of the 2015 Paris Agreement targets (NDC), particularly through reduction of the energy and carbon intensity of its power system, the Government of Uzbekistan has requested ADB to join forces with AFD to co-finance an Energy-Climate Policy Based Loan (PBL), which has been granted in 2020. The objective of the technical assistance is to give to energy decision-makers in Uzbekistan a tool to evaluate the impact of different options of reforms and determine consequently an investment plan. This work consists in a modelling of the electricity sector in Uzbekistan up to 2050. The final beneficiary of this assignment is UzHydromet, the Center of Hydrometeorological Service, focal point for the implementation of Uzbekistan's Climate-related obligations under the UNFCCC. The project is carried out in two phases: (1) first phase includes scoping work including data gathering, establishment of a high-level tool, and confirmation of the scope for further developments of the model; and (2) design of the detailed energy modelling tool and capacity building. The objectives of the assignment are to:

• Design and develop a stand-alone Electricity Sector Modelling tool 
• Analyse various scenarios on sector key performance indicators
• Build capacity within UzHydromet and MoE and sector stakeholders.

Services provided

Juru’s scope covers comprehensive data collection as well as provision of local support throughout Phase 1 of the assignment, incl. but not limited to the following:

Collection of data for the Uzbekistan power system (scoping work) that will feed into the development of the system model, through desk research and data acquisition through questionnaires:

• Grid data (Generation, Transmission)
• Market data (Existing and prospective plans)
• Hydropower data for typical dry and wet years
• Climate related data (GHG emissions)

Local support:

• Stakeholder engagement and support during meetings;
• Review of the reports;
• Follow-up discussions with the client (clarifications/explanations).
