Project features

The Government of Uzbekistan, through an agreement signed on 3 April 2023 between the Ministry of Energy and Masdar, is supporting the development of a 250 MW utility-scale solar photovoltaic project (the “Project”) to be designed, financed, built, and operated by Masdar. The Project is being implemented by Nur Bukhara Solar PV LLC FE, a special-purpose company incorporated in Uzbekistan and wholly owned by Masdar. The Project site is located approximately 24 km southeast of Alat city, near the border with Turkmenistan, in the Alat District of the Bukhara Region. The Project includes the installation of 513,408 PV panels with a total capacity of 290.08 MWp, delivering 250 MW AC, and is expected to supply electricity to approximately 547,500 homes. JGPL Solar LLC (Jakson Green) has been appointed as the Engineering, Procurement, and Construction (EPC) Contractor. 

Juru has been engaged to provide advisory support for the audit, ensuring compliance with environmental, social, and governance (ESG) standards, as well as national regulations and international lender requirements. This includes reviewing Environmental and Social Management Plans (ESMPs), conducting compliance audits and site inspections, supporting quarterly audits and site visits, engaging with the EPC contractor (Jakson Green) and Masdar through regular calls and reporting, and providing management and ad-hoc support over four quarters.

Services provided

• One round of review of the CESMP and Management plans (up to 20 plans) for the Project drafted by E&S specialist from Jakson Green; recommendations on the updates necessary for compliance with the Project’s ESMP and ESIA.

• Initial site visit by the International Environmental Specialist.

• Audit site visits. After each site visit, an audit report is submitted to Jakson Green with a compliance check and recommendations on how to overcome any deficiency identified. For the Audit site visit, compliance checklists are prepared following E&S requirements.
