The World Bank (“WB” or “the Bank”) is considering providing financing to “Client” - The Republic of Uzbekistan, on-lending to Joint Stock Company National Electric Grid of Uzbekistan, to undertake construction of a c. 65 km 220 kV transmission line in Andijan region, Uzbekistan (the “Project”). For that JSC “NEGU” launched tender for consultant to develop the local feasibility study as per PD No. 3857 and support throughout its approval process by government authorities.

Develop Local Feasibility Study as per PD No. 3857

  • Analysis of the new line operation
  • Review and analyse the present operation modes of the power system, the medium- and long-term supply and demand forecasts
  • Develop two scenarios of power system loads, one pessimistic and one optimistic, with the related electricity loads based on current economic development forecasts of the country and the regions
  • Develop estimations of the expected benefits from the operation of the new line for both scenarios in terms of (N-1) criterion, system reliability and key performance indicators, losses and carbon emissions reductions
  • Preliminary tower spotting in “SAPR LEP” (САПР ЛЭП) software, tag & tension calculations; preparation of BoQ and cost estimations
  • Design of existing substation expansion incl. primary and secondary parts
  • Financial net present value (FNPV), Financial internal rate of return (FIRR)
  • Economic net present value (ENPV), Economic internal rate of return (EIRR)
  • Financial Analysis of the Initiator, analysis of the risks of the project
  • Social and Environmental Aspects: preparation of local preliminary EIA report.
