The World Bank is supporting the GoU on the formulation and implementation of energy transition to low carbon development through Advisory Services and Analytics (ASAs) and investments. The objective of this ASA is to support the lending operation about possible decarbonization of heating and cooling in buildings in Uzbekistan and inclusion of applicable clean energy technologies into the scope of eligible energy efficiency measures of the lending project. In this assignment, we will analyse sustainable heating and cooling solutions and propose best applicable options incl. possibility for applying nearly zero energy building (NZEB) approach for four target categories of buildings: school, preschool institution, hospital, and commercial buildings.

Services provided

Juru will collaborate with consortium partners to deliver the following:

Task 1: Analysis of sustainable heating and cooling options:

• Data collection for the assessment of suitable BAT for public buildings:
  • Collect primary data for building stock, incl. detailed data on baseline energy consumption, as well as district heating capacity and countrywide operations;
  • Analysis of revised building code and technical regulations related to heating, cooling and ventilation.
• Support in the analysis of sustainable heating and cooling options:
  • Identify potential available measures for energy efficiency rehabilitation in public buildings;
  • Select buildings from all four sectors: schools, kindergartens, health sector and commercial;
  • Identify eligibility criteria that will be used in the feasibility assessment;
  • Develop compendium of the proposed eligible sustainable measures;
  • Conduct a targeted market research of the proposed technologies;
  • Identify relevant GHG emissions indicators such as the CO2 concentration reduction.

Task 2: Analysis of possibility for applying nearly zero energy building (NZEB) approach

• Definition of NZEB approach in Uzbekistan context:
  • Support in establishment of technical criteria for NZEB approach in Uzbekistan;
  • Overview of the stepwise methodology to implement EE measures and NZEB approach in the targeted building categories.
• Support development of Guidebook for Technical Design and Execution of clean heating and cooling options and the NZEB approach for four categories of the building
• Perform gender analysis and identify opportunities for gender mainstreaming, highlighting inequalities between men and women of position; 
• Prepare stakeholder matrix, including vulnerable groups.

Task 3: Workshop for stakeholders

• Support preparation and delivery of a Workshop covering the technologies based on sustainable heating and cooling options, prioritization for different type of public buildings, NZEB approach, and the Guidebook.
