CGGC is intended to prepare Construction Environmental and Social Management Plan (CESMP) as per DFI’s requirements and Environmental Monitoring plan for before starting construction of ACWA Power Syrdarya 1,500 MW CCGT. CESMP should be prepared to reflect all environmental and social measures that need to be considered during the 3 years of construction as well as include appropriate mitigation measures towards the identified E&S impacts. Meantime, Environmental Monitoring Report (EMR) should be prepared quarterly till the end of construction works by conducting visual and basic impact (such as noise, air etc.) assessment at the construction site. Juru’s scope included:

• Updating CESMP
• Conducting site assessment and preparation of EMR by reviewing all chapters, writing up local legislation requirements, ensuring compliance of CESMP with requirement set up in ESMP preparing 

Services provided

Construction Environmental and Social Management Plan 

• Reviewing sample of CESMP and to ensure its compliance with requirements set up in ESIA for ACWA Syrdarya 1500 MW CCGGT;
• Prepare Social mitigation and management actions chapter, including traffic and transportation, chance finds, socio-economic aspects, employment opportunities;
• Ensure inclusion of local regulation requirements related to the environmental protection, including air emissions and air quality; noise and vibration control, water resources use, terrestrial ecology, soils contamination, waste management, wastewater discharges etc.;
• H&S issues, including community health, safety & security, worker welfare, worker accommodation, emergency preparedness and control, COVID-19 prevention measures at the project site.

Environmental Monitoring Report (initial stage) 

The following subjects were addressed during the environmental monitoring:

• Visual assessment of soil contamination at the project site;
• Waste management practices and adequacy of disposal/recycling methods;
• All relevant permits in place;
• Fuel consumption;
• Emissions to air and water;
• Accommodation for workers;
• Management of impacts from ongoing activities.
