Project features

ACWA Power is developing 500 MW Wind Farm on a PPP basis in Peshku district, Bukhara region, near Kuldzhuktau mountains and has entered into a 25-year PPA with NEGU (Off-taker). The Project includes the development, financing, construction, and O&M of the wind farm including 79 WTG, 500/220 kV pooling station, 33 kV OHTL connecting western plot with eastern ones, and 128.5 km OHTL. Juru worked with the Lead Partner to undertake a number of studies for ESIA and RAP/LRP based on lenders’ requirements (ADB, EBRD, DEG).

Services provided

Environmental and Social Impact Assessment (ESIA)

• Baseline report of technical studies, including:
• Spots (3 days for measuring NOx, CO, SO₂) and continuous (27 hours to measure PM2.5 and PM10);
• Constructional (24 hours at 4 locations) and detailed noise monitoring (18 days at 2 locations);
• Chemical analysis of surface water and soil quality/soil contamination at Project site and 128.5 km OHTL;
• Biodiversity surveys, including: 
• 7 months bird survey along OHTL;
• Seasonal mammals, reptile, invertebrates, botanical/habitat survey at the Project site and along OHTL;
• Spring and summer survey of critically endangered Southern even-fingered gecko (Alsophylax laevis); 
• 7 months bat static detector survey and bat roost search (spring and summer);
• Recon survey along the proposed route of 40 km of unpaved road and 128.5 km OHTL;
• Social economic study and regulatory review for the Project site and OHTL, including: 
• Creating local communities’ profile by conducting 100 household surveys in three nearest villages;
• Development of stakeholder matrix and conducting consultations; including GRM support;
• Archaeological and cultural heritage study at the Project site and along 162 km OHTL
• Organization of public consultations and disclosure meetings (Project site and for 128.5 km OHTL route);
• Preparation and submission of Preliminary EIA report to local regulator.

Resettlement Action Plan / Livelihood Restoration Plan

• Legislation review report for permanent land acquisition and obtaining RoW process in Uzbekistan;
• Identification of current situation on land use for Project site and 128.5 km OHTL;
• Socio-economic survey of affected PAPs households; census and asset survey at Project site and along OHTL;
• Calculation of compensation for settlement/structures/crops and trees;
• Preparation of compensation packages for PAPs and arranging individual disclosure.
• Pre-Construction surveys and Management Plans
• Relocation of reptiles from WTG areas and collection of seed as well as plant translocation; 
• Raptor/vultures nest search;
• Preparation of Probability of Biological Removal (PBR) Analysis, Operations-phase bird/bat fatality monitoring Plan, Livestock management Plan, Biodiversity Off-set Plan.
