Project features

GoU has launched a program for the development of wind power projects, with support from the EBRD for a capacity of up to 1GW under PPP modality. The first project of the program, a 100 MW wind power plant and associated evacuation infrastructure (“Project”) has been auctioned, which was won by ACWA Power. 

The allocated land for this Project is located at a greenfield location in Karatau mountain region between the Beruniy and Qorao’zak district of Karakalpakstan. Key features of the Project:

• 100 MW wind farm [details TBD]
• 220 kV AIS and ca.16 km 220 kV OHTL 
• 23 km access road

Environmental and Social Impact Assessment (ESIA)

• Baseline report of technical studies, including:
• 24-hours constructional noise monitoring at 4 locations by using sound meter Class1 (Type 1) (IEC 61672);
• 24 hours detailed noise monitoring at 2 locations during 21 days by using sound meter Class1 (Type 1) (IEC 61672);
• Full chemical analysis of soil at Project site and along 15.6 km OHTL;
• Soil contamination assessment at Project site and along 15.6 km of OHTL route;
• Biodiversity surveys, including: 
• 7 months of bird surveys along OHTL route;
• Seasonal reptile survey at the Project site and along OHTL;
• Seasonal mammal survey at the Project site and along OHTL;
• Seasonal botanical/habitat survey at the Project site and along OHTL;
• 7 months of bat static detector survey;
• Spring and summer bat roost search.
• Archaeological and cultural heritage study at the Project site and along OHTL;
• Social economic study for the Project site and OHTL, including: 
• Creating local communities’ profile by conducting 100 household surveys in three nearest villages;
• Conducting face to face interviews with local land users; 
• Development of stakeholder matrix and conducting consultations; 
• Preparation of GRM template and support it throughout the ESIA duration;
• Regulatory review.
• Organization of public consultations and disclosure meetings for Project;
• Preparation and submission of Preliminary EIA report to local regulator;
• Support approval of the National EIA Statement;
• Support lead Consultant in submission of ESIA to lenders and addressing their comments.

Resettlement Action Plan / Livelihood Restoration Plan

• Legislation review report for permanent land acquisition and obtaining RoW process in Uzbekistan;
• Conduct socio economic survey of PAPs affected by Project site and OHTL;
• Development of stakeholder matrix and conducting consultations for Project site and districts where OHTL will be constructed;
• Inventory and valuation of property losses at the Project site and along OHTL;
• Calculation of compensation for identified assets; 
• Preparation of compensation package for PAPs based on Uzbek and lenders’ requirements;
• Preparation of institutional arrangement e for the implementation and monitoring of the RAP/LRP;
• Information disclosure, consultations and participation.
