ACWA Power

ACWA is developing a 1,500 MW CCGT project through bilateral agreement with the GoU and signed a 25-year PPA in March 2020 on a BOOT basis. GoU is also developing another similar CCGT project in the adjacent area with the support of IFC. The proposed site area for the projects are located near the existing Syrdarya TPP, which with the capacity of 3,050 MW is the largest power plant in Uzbekistan. Recently 4 units or a total of 950 MW of the Syrdarya TPP have been rehabilitated and they are expected to be used for regulated capacities even though other old units are to be decommissioned in line with the implementation of new CCGT power plants. All of these factors make the Project technically the most complex in Uzbekistan power system.

The Client has requested the Consultant to provide services for a number of packages including power evacuation study for both new CCGT power plants [ACWA+IFC] with 3 GW total capacity.

Services provided

  • Development of ToR and facilitate its approval by the National Grid Operator (NEGU);
  • Upgrade of the transmission grid model for including representation of neighbouring power systems;
  • Analyses and identification of technically reliable options for connecting the new CCGT plants; 
  • Analyses and selection of intra-plant connection configuration (“4+2” or “3+3”);  
  • Steady-state analysis including load flow, short-circuit, N-1 and N-2 contingency;
  • Interconnection sensitivity analyses;
  • Development of power balance for Uzbekistan power system; 
  • Identification of bottlenecks (controlled transfer paths) for emergency control automatics (ECA) selection;
  • Preliminary static stability analysis;
  • Conceptual design of the power evacuation infrastructure (AIS electrical connection scheme, SLD, layout); 
  • Recommendation of mitigation measures for limiting excessive fault levels;
  • Identification of studies to be performed in DD stage for fault current limiting reactors and ECA design; 
  • Develop principles for protection, automation and telemetry for dispatching purposes;
  • Develop preliminary interconnection line(s) routing for the selected option;
  • Prepare Bill of Quantities;
  • Perform high level Cost Estimates for selected connection arrangements;
  • Support NEGU in preparation of Technical Conditions for the CCGT interconnection to the grid.
